Prediction markets may be labeled as derivatives, but gambling is occurring within tribal and state jurisdictions. When that happens, tribal regulators cannot remain passive. This session argues that event contracts operating like sports betting represent a direct challenge to tribal and state authority. Panelists will examine the enforcement tools, legal recourse, and coordinated actions available to tribal regulators. The focus is on asserting jurisdiction, defending compact integrity, and responding decisively when gambling occurs without consent.
