Delban Leslie
Delban Leslie is a Regulatory Compliance Manager with the Soboba Tribal Gaming Commission, located in San Jacinto, California. He is an enrolled at-large Alaska Native and a descendant of the Hopi Tribe. He brings nearly twenty-five years of experience in tribal gaming regulation, with a focus on principled enforcement, administrative review, and regulatory governance.
In his role, Mr. Leslie provides leadership and oversight for regulatory compliance functions, working collaboratively with Commission leadership and operational departments to ensure clear understanding of regulatory roles and responsibilities. His leadership style emphasizes asking why, examining the purpose behind rules, clarifying expectations, and aligning enforcement decisions with the intent of governing law.
In addition to his management responsibilities, he administers the Commission’s formal administrative review systems, including tort claims, patron disputes, exclusion appeals, and compliance assessment programs. He has developed structured adjudicative frameworks and review standards that guide consistent, proportionate, and defensible regulatory decision-making.
Mr. Leslie holds two master’s degrees from the University of Redlands in Business Administration and Organizational Leadership, and a third master’s degree from Arizona State University in Legal Studies with an emphasis in Indian Gaming.
His regulatory philosophy is guided by the principle “regulate, not manage,” and his professional focus is on preserving public trust by ensuring that Indian gaming remains safe, fair, and honest.
