Phillip Marmolejo
Phillip Marmolejo is an enrolled member of the Pueblo of Laguna and currently serves as the Operations Manager for the Port Gamble S’Klallam Tribal Gaming Agency in Washington State. He has worked in the tribal gaming regulatory field for several years, with experience spanning Licensing, Surveillance oversight, internal investigations, compliance monitoring, technology integration, and Tribal–State Compact coordination.
Phillip began his regulatory career at Laguna Pueblo, where he gained hands-on experience in investigative procedures, slot software verification, machine configuration, and systems communication. His early work involved reviewing technical submissions, validating software and hardware changes, and ensuring system accuracy across gaming platforms. This foundation exposed him to the operational, technical, and regulatory intersections of gaming, shaping the practical, detail-driven approach he now brings to his leadership roles.
At the Port Gamble S’Klallam Tribe, Phillip has helped modernize the agency by strengthening controls, improving regulatory workflows, and supporting the development of Tribal Internal Control Standards. Phillip currently oversees the Licensing, Surveillance, and Regulatory Compliance programs for the Tribal Gaming Agency. He works closely with the Washington State Gambling Commission, the National Indian Gaming Commission, Tribal Government, and the Casino Enterprise to ensure full regulatory compliance and maintain transparent, accountable gaming operations. Phillip also serves on the NTGCR Conference Committee and represents the Northwest region as the alternate delegate for Dr. Lena Hammons of the Tulalip Tribes.
Phillip is passionate about continuous learning and is committed to strengthening regulatory practice through intentional, proactive oversight. He actively studies best practices in observation, reporting, and risk identification, and is focused on modernizing and streamlining regulatory processes to improve efficiency, accountability, and transparency. His ongoing professional development centers on building systems that support consistent documentation, timely communication, and data driven regulatory decision making ensuring the Tribal Gaming Agency remains forward looking and aligned with evolving industry standards.
